FEMA’s Flood Insurance Overhaul Meets Resistance

Flooding is the country’s most common natural disaster, and FEMA’s National Flood Insurance Program, the main provider of flood coverage in the U.S., has struggled to keep up with massive insurance payouts. Congress is considering proposals that would amount to the most drastic change to the program in its history. But some of the plans are meeting resistance.
